QuikQ Rolls Out Fuel Island Manager

QuikQ, a provider of a cardless direct fuel connection between truckstop point-of-sale and motor carrier enterprise systems, announced its new Fuel Island Manager software. Fuel Island Manager streamlines fueling for drivers by detecting and validating the position of a truck in the fueling lane and turning on dispensers without magnetic stripe cards and with little or no driver input. In addition, if the truck leaves the lane, the dispenser is sent a signal to stop fueling, virtually eliminating the possibility of fraud at the dispenser.
Originally designed to support QuikQ’s technologically advanced DFConnect™ solution, which provides a direct connection between motor carriers and a truck stop POS, Fuel Island Manager software and lane positioning RFID hardware authorizes fueling for a truck or reefer wirelessly. The solution has now been enhanced to provide support for other transactions at the fuel island, including sales for fuel card providers, allowing them to convert to cardless transactions at participating truck stops.

TCH Transaction Fees to Rise for Independent Truckstops
The Pilot/Flying J merger could mean increased costs for independent truckstops and truck owner operators according to this article from TheTrucker.com and industry sources. Pilot, which now holds a 50% interest in the TCH fuel card business, has informed independent truckstop operators it will change transaction fees from its current flat fee to a percentage of the sale, a move that will significantly increase transaction costs to the truckstops.
The in-depth article on Therucker.com, written by Jack Humphreville, also notes that truckers are not pleased with how the merger is playing out as the street price of diesel at Flying J locations has risen from 6 cents to 8 cents a gallon.
Independent truckstop marketing groups have opposed the merger on anti-competition grounds and many sent letters to the Federal Trade Commission asking the agency to reject the merger.
Transaction fees are a key issue for truckstop operators and one group of independents is currently in litigation with Comdata, the industry’s leading fuel card issuer, over what they say are unfair transaction fees.

Federal Funds Granted for Truckstop Electrification
Cascade Sierra Solutions, Coburg, Ore., and New York-based ShorePower Technologies were awarded a $22.2 million federal grant to install electrification infrastructure at 50 truckstops, the companies reported Aug. 7.
According to a press release from Cascade Sierra Solutions, the grant will also allow CSS to provide rebates to truck owners purchasing idle reduction equipment upgrade. The rebates will cover about 25% of the cost for qualifying equipment.
ShorePower Technologies said that a truck using their system instead of idling for 8 hours per day while parked at a truckstop eliminates about 30 tons of carbon exhaust over the course of a year. Diesel trucks typically burn about a gallon of fuel an hour while idling.
A number of states have anti-idling rules on their books or are considering such restrictions. Electrified systems allow truckers to power their HVAC systems, microwaves or other creature comforts with the key off.
The equipment rebates will be available to truck owners throughout the U.S.  The program launch is expected by late this fall.

Magellan said it would connect the Longhorn line to its existing terminal in East Houston to supply Southwestern markets.

Commercialization Proposal Killed in Committee
An amendment to an appropriations bill that would have allowed Virginia to commercialize its rest areas was defeated in House of Representatives committee last month.

The measure was strongly opposed by NATO, the national truckstop association and several other highway business organizations.

The bill would have let the state sell fuel and food at rest areas on interstate right-of-ways, which is currently banned by federal law.

Virginia recently closed a number of rest areas due to budget cuts.

Senate Urged to Maintain Ban on Interstate Commercialization

The Partnership to Save Highway Communities, which includes a number of highway-based business organizations including NATSO, Petroleum Marketers of American, Society of Independent Gasoline Marketers of American and a number of national restaurant chain groups, called on the U.S. Senate to continue the prohibition on commercialization of Interstate right-of-ways.
In a letter sent to the Senate’s Committee on Environment and Public Works, the Partnership warned that allowing states to compete with private businesses in providing services to Interstate motorists would cost jobs and tax revenues.
A number of states have closed rest areas due to budgetary constraints and some are exploring commercializing rest areas as a revenue source. But the partnership contends that such action would harm privates businesses now providing services along the nation’s Interstates.

Nebraska Stop to Operate from Temporary Site
Shoemaker’s Truck Station, the new version, will operate from a temporary facility in Lincoln, Neb., until a new building is completed, according to this report from the Lincoln, Neb., Journal Star. The restaurant and fuel pumps at the original site were closed when Dave Shoemaker’s lease to operate the business expired on June 30.
Dave Shoemaker and his father, Harley, ran Shoemaker’s Truck Station off I-80 in Lincoln, but now their landlords, Dave’s uncle, Don Shoemaker and Don’s son, Randy, plan to take over operating the facility at that site.
It won’t be called Shoemaker’s Truck Station, however. That name will be on the new facility which will be located across the street from the existing truckstop. They plan to have the new site open in September.
Dave Shoemaker recently got approval from the Lincoln City Council to receive up to $950,000 in tax increment financing to help fund the new site, according to a May 5 article in the online version of the Lincoln Star Journal.
The Star Journal also reported on April 20 that both sides of the family have filed lawsuits: Don Shoemaker sued Dave to prevent him from taking equipment from the existing location for use in the new facility, but that point may be moot as Dave Shoemaker has already removed the Shoemaker sign and other improvements at the original site. In the meantime, Dave has sued his uncle and cousin to keep them from using the Shoemaker name at the existing facility.

Shoemaker’s Truck Station is well-known for its collection of truck and truckstop memorabilia.

OPEC Maintains Production Levels

The Organization of the Petroleum Exporting Countries ends its May 28 conference meeting by maintaining current production levels.
In a press release, OPEC said, “Although some recent positive economic indicators point towards the possibility of the recession bottoming-out before year-end… the Conference decided to maintain current production levels unchanged for the time being.”
OPEC noted that global industrial production remains weak, world trade is down and unemployment is up, all of which have depressed global oil demand — a situation OPEC expects to continue for “some time.”
OPEC said it would closely monitor the market and review the situation at the next ordinary meeting of the OPEC conference on Sept. 9.

One Stop Closes, Another One Opens
These tough economic times have forced a number of businesses to close their doors, but other companies continue to prosper, even during the downturn and keep expanding.
Such is the case with two locations on I-80 outside of Reno where one truckstop has closed its doors for a second time, and probably for good while another recently opened in a promising new industrial area.

Golden Gate Petroleum, which operates 26 retail fueling locations in Northern Nevada and California, opened an Auto Truck Plaza at 500 USA Parkway in McCarran, Nev., at the Tahoe-Reno Industrial Center about nine months ago. David Kette, director of retail operations for Golden Gate says business has been pretty good.

“We think we have a good location,” Kette said, noting the Industrial Center includes a Wal-Mart distribution center among other distribution and logistics businesses. Plus, looking at the long-term, Kette said the nearby freeway interchange would be the northern end of a proposed route linking I-80 with US 50 that would end in Silver Springs, Nev. That route would allow commercial trucks to move between the two highways without having to go into Reno (where they would take US 395 south to US 50) or through Fernley (via US 95A and US 50A).

The location in Storey County has other advantages. “We have some tax advantages over the Pilot and Love’s in Fernley, located in Lyon County.

As for truckstops closing, the Truck Inn facility in Fernley closed its fuel islands and C-stores in December. The restaurant, motel and casino at the long-time site were closed last June.

The Truck Inn had fallen on hard times in recent years and was certainly showing its age, yet the place was still notable for its freeway high-rise sign that consisted of a full-sized cabover tractor and trailer. But ultimately, the old truckstop was unable to compete with the nearby national chain locations on either fuel prices or amenities.

Michigan Stop Closes Doors

Don’s Windmill Truck Stop, Dimondale, MI, will shut its doors for good later this month, according to the Lansing State Journal. The restaurant and diesel islands have already been closed at the 54-year-old facility, with C-store and gas station set to close within a month.

The truckstop began like many other long-time independents in 1955 when Don and Shirley Millisor opened a restaurant next to a gas station owned by Don Millisor’s grandfather. The family expanded the business over the years into a full-service facility with a 24-hour restaurant and parking for 150 trucks and was an integral part of the Union 76 Truckstop network in the 1980s and 1990s.

The Millisor’s son Daniel is the current manager and was quoted in the Journal as saying the changing nature of the business with more competition and lower profits proved too much to overcome.

Inmate Linked to Truckstop Deaths
The Associated Press reported May 6 that John Robert Williams, an inmate serving a life sentence for murder in a Mississippi prison, was indicted in the death of a woman whose body was found in 2003 off I-40 in Texas.

The victim, Vickie Helen Anderson, had last been seen at a truckstop in Oklahoma. Anderson’s death was thought to be linked to a series of slayings of women abducted from truckstops between 2003 and 2004.

The FBI announced last month it had formed a Highway Serial Killings task force to investigate a number of murders and disappearances involving women who were often last seen at truck stops and whose bodies were later found dumped along the I-40 corridor in Oklahoma, Texas, Arkansas and Mississippi.

The victims were primarily women living high-risk, transient lifestyles, often involving substance abuse and prostitution. The suspects are long-haul truck drivers.

The FBI’s National Center for the Analysis and Violent Criminal Apprehension Program found similar patterns to a number of the cases, prompting the investigative effort to support local law enforcement in solving the crimes.

The FBI said that so far, at least 10 suspects believed responsible for some 30 homicides have been placed in custody.

State AGs Target Truckstops
The attorney general in two states recently filed suits against truckstop operations. In California, the state is suing TravelCenters of America LLC. The state joined the case at the request of the Riverside County District Attorney, who had filed a legal action against T/A last summer seeking an injunction against the company for violating laws governing the management and handling of UST’s used to store hazardous materials.

According to a press release from the Attorney General’s office, inspections at the T/A facility in Riverside County uncovered “numerous longstanding violations.”

The lawsuit is seeking the maximum fines and penalties of $25,000 per day per violation.
T/A responded to the suit, saying among other things, that the California law is unconstitutional, pre-empted by federal law and violates due process.

In Iowa meanwhile, the state attorney general is suing Welch Oil, Inc., and Boondocks U.S.A., because its truckstop, motel and restaurant on I-35 near Williams, allegedly illegally discharged wastewater into a drainage ditch that flows into the Skunk River. The Iowa AG’s office says the lawsuit stems from a list of violations dating back to 2005 and asks the district court to order compliance, prohibit further violations and to assess civil penalties.
